Can we upgrade a paging system in phases?

Yes. Many schools start with the areas that have the worst coverage, the highest daily-use need, or the most urgent reliability issues, then plan later phases around budget and building priorities.

Do bells, clocks, paging, and emergency notification need to be planned together?

They should at least be reviewed together. These systems often share spaces, schedules, speakers, networks, and staff workflows, so coordinating them can prevent gaps and duplicated work.
